City Park Construction Oversight

Construction Observation and Inspection
Superfund Site, Bellingham, Washington

Farallon provided engineering design review and construction observation and inspection services to the City of Bellingham Parks and Recreation Department during the 2010 removal action activities conducted at the Little Squalicum Creek Superfund site.  This CERCLA removal action was self-performed by the primary potentially responsible party, a company that operates a wood-treating facility on nearby property where releases during historical operations had contaminated soil, sediment, and surface water in Little Squalicum Park.  The project involved multiple stakeholders, including the City of Bellingham, Whatcom County, Bellingham Technical College, Ecology, EPA, and several neighborhood associations.  Farallon conducted daily site inspections during construction activities that included re-routing of the existing stream channel of Little Squalicum Creek and storm sewer systems, construction of a new stream channel and wetland areas, removal of contaminated soil and sediment, and planting and restoration activities.  During removal action implementation, Farallon documented the progress of construction activities; design deviations; and performance of erosion, sediment, and dust control measures.  Farallon also maintained photographic logs and developed and maintained daily inspection log sheets to keep the City of Bellingham informed of construction progress and actionable issues.  Over the course of field activities, Farallon actively represented the City of Bellingham at weekly construction coordination meetings that involved EPA, EPA contractors and consultants, and the potentially responsible party.
